There are two parts to this package. The Admin (administrator) and the actual changer.

The Admin allows you to pick the wallpapers that the changer will choose from to change your wallpaper image and allow you to specify the refresh time. This program is the easiest utility to use.

In order for this utility to work, you MUST turn of Microsoft Active Desktop. If you don't, this program won't work. You can do that by right-clicking anywhere on your desktop, choose Properties, clicking the Web tab, and unchecking the "Show Web content on my Active Desktop".
