Custom CLDR 1.0 Description:

The Custom CLDR application was designed to help you import additional custom locales into Windows Vista.

These can either be from the Unicode CLDR data (Common Locale Data Repository), or by "merging" two existing cultures, taking the language from one and the region from another. For example you could make a Japanese (United States) this way.
