This configuration will influence the results of the Bayesian analysis done by the intelligent filtering and the web filtering. If you configure the threshold at its highest level, almost all spams will be blocked, but some desired messages may also be blocked. So, you should check the contents of the quarantine from time to time. On the other hand, if you configure the tolerance threshold at its lowest level, only the most obvious spams will be blocked and sent to quarantine.
