FileLoc allow you to restrict access to any document by requiring a password in order to access the contents. PDFs that already are encrypted or password protected can be further protected by FileLoc.

Optionally compress the source the document in the archive. Deliver smaller PDFs over the web for faster downloads. The end user simply installs a free copy of FileLoc in order to uncompress or unencrypt the document.
